What is the protocol for roasting dinners for a politician?

Hi, I will be organizing a roasting dinner for a politician who will be retiring. First, what makes a roasting dinner a roasting dinner? And second, what would be the proper protocol when hosting it for someone I don't know personally and who is a high-spirited, enthusiastic and humorous woman.
