Okay. Your first clue is that you want to have a "birthday bash". Let that be your theme! I did that last year because I had absolutely no clue of what to do. Use bold, bright colors, I used bright purple, bright turquoise, and bright blue as my main colors. I decorated my living room with purple and turquoise streamers and blue balloons: twist the turquoise one and loop it along the edge of the ceiling using masking-tape, then do the same thing with the purple one but put it below the turquoise one. Then put a bunch of 3 balloons at each corner (tie them together with string then tape the string to the wall) do that all around the room. Then cut out shapes out of bright paper, like music notes, stars, etc. and tape them on the walls. I did this and the room looked great! For food, to get away from the ordinary pizza or hot dogs, make huge subs out of those long loaves of bread or order a 6-foot sub from Subway or Blimpie. Have chips and dip out all the time for guests to snack on, and have a punch bowl or something out also. I did all this at my party and they're still talking about it! Hope this helped.
