How many of the guests are 21? I wouldn't worry too much of a theme, just stick with alchohol related things. Remember to stay safe and collect keys. Wait, you could make it a sleep over! Well, if you want to. Back to the alchohol theme. You could decorate with things like corkscrews and bottle openers. You could make flower arrangements in beer bottles. I'll come up with more later.
