need help planning mom's 40th b-day on a budget

I am trying to throw my mother a suprise 40th birthday party. I would greatly appreciate ideas and any tips on how to save money. My mother has been the party planner for 18 years and it is her turn, so any ideas on how to make this party fun would also be appreciated.
