I am planning a vow renewal for my parents and I sent invitations to people even though I know they can't come for two reasons 1. they know we wish they were there and 2. they have a little reminder that it is a special day and will be thinking of my parents. If you don't want gifts but you do want cards you can write no gifts please on the invite it is perfectly exceptable. I suggest picking a place that has special meaning to them their church hall, lodge or a favorite resturant
