My experience is that you have to have an RSVP card! I can't imagine trying to come up with a number without them RSVPing. We estimated 80 people would come to my parents' 50th and we had about double that- luckily we did ask them to RSVP. Then if you have to turn in a number to the caterer or whatever, you can give them 10% less than the RSVP number b/c inevitably people have to cancel at the last minute. Also they will cook a little more than the number you give them so you'll probably be safe.
