This is what my mother did for my grandparents on their 50th....my aunt had passed away several years before due to breast cancer also. We had a catered dinner at their favorite restaurant with JUST the immediate family members (my grandparents, my parents, my uncle, my siblings and my cousins.) Then we invited my grandparents back to mom's house to just relax but we actually had a surprise party waiting for them there with more family and their closest friends. It was still small and it was cozy since it was at my parents home.
