How about floating real flowers? Something like roses, or large flowers like gardenias would be pretty. Even lilies....

Another thought - I found a company that makes foam forms. You can buy the form plain and decorate it. My thought is that maybe they can do something for you that will float. When they do the decorting of the forms, they glit them - perhaps you could do something with a "50", glitted in gold, and have that float on the water.
