There are books of toasts at you library, but giving a "canned toast" always sounds so stiff. Why not make up your own? The elements you want to include are: how much you love them and respect their accomplishment and a wish of good health and happiness in the future. You can add an amusing acecdote about how they met, a story about their continuing love or whatever fits for you. Keep the whole thing under 5 minutes if possible.
