Good for you Natalie! Just the fact that your parents will know how much they mean to you will make their anniversary great!
With your limited budget, keep it simple! Invite family and close friends. People can bring appetizers (although you can cook, ingredients cost $$$). That way, you can supply drinks, napkins, maybe some decorations.
Recruit aunts and uncles if you have any, or good friends of your parents to help you get it all together.
