Well, I am not to familiar with debates but have a couple of suggestions. To start with, to make it interesting, as each person arrives have them draw a number for a basket - the numbers will either be 1 or 2 - this will be for team 1 and team 2 (if you want to have teams). Seat team 1 on one side of the table and team 2 on the other side of the table.

Have to facililtors for the party (they will sit at the head of the table). These individuals will time each answer with an egg timer or something of that sort (something that dings!). And make sure that the discussions don't get to heated.

Each facilitator will take a turn asking a question - have them made up before hand. When a question is asked team 1 member 1 gets 5 mintues to comment on the topic and than it is passed to team 2 member 1 and so on and so on.

For a dinner fo 12 I would recommend a buffet - serving would be much easier than having an entire meal set on a table.
