Have a few contests including:

Best food in different categories -- pies, appetizers, best burgers, side salads.

Award for:

best manicured lawn
best painted house
most helpful neighbor
most innovative house decorations for the fall

have a fun and wacky pet show

what about a talent show with both kids and adults performing.

Have everyone write down something interesting or strange about themselves on an index card that no on the block knows. Post them on a big board and everyone has to guess who they think it is.

Prizes can include people having their lawns mowed or their snow (if you're in the north) shoveled when it snows.
