If he wants a costume party, why not let him dress
up as the power ranger and decorate in a color theme.

You can combing the dress up theme with the food.
Why not bake a whole bunch of sugar cookies and let
the boys decorate them. It could be something they
take home if you make it with salt dough, they could
paint them and it's an instant party favor.

You could also have different themes in every room.
Let the boys dress accordingly. For example,
one room could maybe have a ship made out of a card
board box; you could give the boys bandanas and swords
made from cardboard-another craft project. They're
instant pirates.
Set up a tent in another room, put some sleeping bags
in there, hang some handmade butterflies from the ceiling
get some nets( fish nets are small and cheap).
They are nature explores-would be even better outside
weather permitting. Could make it into a game-whoever
gets the most butterflies.
Your cake could have something that reflects all
the dress-up stages throughout the house. A pirate
figure, a paper butterflie resting on top. I like
to go through the little toys my kids get in
their happy meals from McDonalds- I always save them
or buy an extra one.
